Residents hold back Marriott Ngoc Linh | vir.com.vn | Aug 14, 2012 08:22 am US-based ITC Spectrum LLC continues facing residents’ ire against its site clearance for a $250 million Marriott International resort project in central Binh Dinh province. Man Ngoc Ly, director at Binh Dinh Economic Zone Management Authority, said the provincial authority and the developer had not reached a compensation agreement with many households living in the Vinh Hoi tourism project site. “At the end last year, local residents agreed to take compensation cash and leave their home for resettlement areas. But they have changed their mind and asked for higher compensation,” said Ly. In the past two weeks Binh Dinh Provincial People’s Committee, Binh Dinh Economic Zone Management Authority and the developer had meetings with residents to negotiate compensation costs. However, Ly said the negotiations were not finished. “We have not reached a final agreement with local residents,” said Ly. Vinh Hoi tourism complex is among the first projects registered in Nhon Hoi Economic Zone in 2007, now known as Binh Dinh Economic Zone. ITC Spectrum LLC develops this project through a wholly-owned subsidiary Vietnamese-American Hotel and Resort Limited Company. In 2010, Marriott International signed a management agreement with the US developer to manage the project under two luxury hotel brands including Ritz-Carlton and JW Marriott. According to Marriott International, the 325 hectare project will be an oceanfront, fully-integrated, mixed-use development including three resorts, a championship 18-hole golf course designed by Robert Trent Jones II, residential villas, a retail village, an arboretum and other recreational amenities. However, until now, the developer and local authority have cleared only 135 out of 325ha. Total site clearance cost is about VND200 billion ($10 million). This cost will be covered by the developer and then it will get refunds through land rental exemption when the project is operational. Actually, the developer started building infrastructure system in the cleared site such as internal roads several months ago. But, Ly said this work was stalled because of the protest from local residents.

Pham Dong, director of Ninh Thuan’s Department of Planning and Investment, said Cedar Point International had filed an application with the provincial people’s committee to develop a hi-grade tourism project at the Mui Dinh site. “The developer even agreed to deposit $1 million for the project,” said Dong. No further information was revealed, but Dong said it would be a large project which could change Ninh Thuan tourism industry’s picture. Cedar Point International is a young firm founded in 2006 by a team of financial and operating executives to invest and operate in the world’s most promising emerging markets. In February, Ninh Thuan People’s Committee agreed in principle to allow Cedar Point International to develop this project. However, Dong said there were some procedures that needed to be addressed. Mui Dinh is where Hong Kong’s Polo Beach International proposed to develop a $4 billion casino integrated resort last year. According to the proposal of Polo Beach International, its project would cover 1,500 hectares, comprising resorts, casino facilities, high-rise villas, a golf course and other facilities. However, it was not approved by the government. “Cedar Point International’s project is smaller than the proposal of Polo and it does not include casino facilities,” said Dong. Located in central coastal region and closed to Khanh Hoa province with Nha Trang Bay, Ninh Thuan province has recently become a destination of some foreign developers in the tourism sector. American developer Livingston Group last month came to Ninh Thuan to survey Vinh Hy Bay and Chua Mount for building a high-class resort complex on 466ha and survey Doc Ham Ca Na area to build a Disneyland theme park on 1,500ha.

WIT interviews Tran Trong Kien, a medical doctor turned travel entrepreneur, and founder of Buffalo Tours in Vietnam and Indochina. Q: What was the intention when you set up IviVu? While online travel distribution is still in its infancy in Vietnam and indeed in Indochina, there are some good signs to predict sustainable growth in the coming years. • Together with inbound arrivals, domestic and outbound travel is growing rapidly reaching over 30 million trips in 2011 • Internet penetration is pretty high (over 20 million internet users in Vietnam) • Good increase in credit card users (about two million now) • Hotels want to diversify their distribution channels and there are a lot of small hotels • There is no serious player yet in the OTA market servicing the local consumers. Changes are rapid and we believe online distribution will become an important channel. Perhaps reaching 10-15% in the next three to five years. Q: Why did you enter this JV? What do u hope to achieve? We realized that we needed technology, technical knowhow and world's best practices to succeed. A JV is like a marriage, we need someone we could work with for a long time, shared values and a company with similar culture. We are very pleased that we met Wotif Group. It will be a long journey but we want to be the best Vietnamese OTA with the largest trunk of market share in Vietnam and Indochina. Q: Tell me a little about how you got into travel – I heard you were guiding tours in Hanoi and then you set up Buffalo Tours? I was doing my last couple of years at Hanoi Medical School and needed a part time job in the summers. I enjoyed the work as a tour guide so much that after I graduated as a GP, I started Buffalo Tours. Q: Has it been tough establishing and growing Buffalo Tours? What makes BT different from other ground operators in Vietnam? Starting up is always difficult. It is even more so if you have no experience. We survived the first few years through hard work, creativity and courage. This is part of the country's aim to boost its domestic and international tourist arrivals, from 28 million arrivals in 2010 to almost 50 million arrivals by 2020 for domestic arrivals, and from 5.5 million arrivals in 2010 to 10.5 million arrivals by 2020 for international arrivals. Twenty percent of this multi-billion dollar investment is set to come from the state, while the rest will come from local and foreign investors. This information was given by the Minister of Culture, Sports and Tourism, Hoang Tuan Anh, in a seminar on developing tourism in the central coastal provinces on 14 November in Hanoi. The minister mentioned that the central coastal region plays a key role in realising the target of attracting foreign and domestic tourist arrivals in 2015. This is expected to bring a tourism income of between US$8 billion and US$9 billion, accounting for 5.5% of national GDP. The minister also added that until 2020, the local tourism sector strives to greet 10 to 15 million foreign tourists and 40 to 45 million domestic arrivals, with a tourism turnover of between US$17 billion and US$18 billion, making up 6% to 6.5% of national GDP.

According to the source cited from Quang Ninh Economic Zone Management Authority, the Malaysian group signed a memorandum of understanding with Quang Ninh Province for studying the feasibility of developing a large integrated gaming and resort complex in the local Van Don Economic Zone.
