ITC Spectrum gets a stay of execution

The US’ ITC Spectrum LLC has failed to meet the deadline given by Binh Dinh Provincial People’s Committee for advancing money for land compensation costs to build two luxury hotels under Ritz-Carlton and JW Marriott brands in the central province.
However, the local government will not revoke the investment certificate of the investor as previously threatened.
Man Ngoc Ly, director of Binh Dinh Provincial Economic Zone Management Authority, said ITC Spectrum had not transferred VND21 billion, or $1.04 million at the current exchange rate, before December 31, 2012 as committed.
“The investor said they had trouble with procedures for money transfer, so that they failed to make commitment on time,” said Ly.
In September 2012, Binh Dinh Provincial People’s Committee asked the investor to advance the $1.04 million sum before October 31, 2012 or the provincial committee would revoke the investment certificate of this project. But the investor asked the government to extend this deadline by the end of 2012 and this petition was approved.
“Site clearance and land compensation will not complete if the investor does not advance money. We understand that they are in a difficult situation, therefore we will not withdraw the project’s investment certificate at the current time,” said Ly, adding the local authorities continue to support the investor.
Under the commitment with Binh Dinh, Ly said, ITC Spectrum would have to cover all VND135 billion ($6.4 million), of compensation and site clearance costs. The $1.04 million is just a part of the total amount. Until now, only 135 out of 325 hectares of the project site have been cleared.
ITC Spectrum is developing Vinh Hoi resort project through a wholly-owned subsidiary Vietnamese-American Hotel and Resort Limited Company. In 2010, Marriott International signed a management agreement with the US firm to manage the project under two luxury hotel brands including Ritz-Carlton and JW Marriott.
According to Marriott International, the project will be an oceanfront, fully-integrated, mixed-use development including three resorts, a championship 18-hole golf course designed by Robert Trent Jones II, residential villas, a retail village, an arboretum and other recreational amenities.
However, construction of this project, licenced in 2007, has never begun due to site-clearance difficulties. In September 2012, the Vietnamese government agreed to extend lifetime of this project to 55 years from 50 to partly compensate for the time delay caused by these difficulties.

Marriott International, Ritz-Carlton and Outrigger Hotels and Resorts Asia on August 24 signed deals with Vietnamese American Hotel and Resort Co., a wholly owned subsidiary of the U.S. investment firm ITC Spectrum LLC., to manage three resorts in Vietnam’s central province of Binh Dinh.
Under the deals, the three world leading hotel operating companies will manage three resort projects inside what is called the $250 million Vinh Hoi Bay Golf Resort.
The Outrigger Vinh Hoi Bay Resort and Spa with 210 rooms and 46 private villas will start construction in mid-2011 and is expected to open for business at the end of 2013.
The 100-villa Vinh Hoi Bay – A Ritz-Carlton Reserve and the 320-room JW Marriott Vinh Hoi Bay Resort & Spa are expected to begin construction in early 2012 and be completed in 2014.
Vinh Hoi Bay Golf Resort is 25 kilometers north of Quy Nhon City and 20 minutes away from Phu Cat Airport in the central province.

Both resorts will be located on Vinh Hoi Bay, approximately 25 kilometers north of the city of Quy Nhon, on the central coast of Vietnam. They will be part of a 325-hectare oceanfront, fully-integrated, mixed-use development which will initially include three resorts, including the Ritz-Carlton and JW Marriott properties, a championship 18-hole golf course designed by Robert Trent Jones II, residential villas, a retail village, an arboretum and other recreational amenities. Quy Nhon is located in Binh Dinh province between Danang and Nha Trang. Its origins date back to the 11th century and the Champa kingdom for which its legacy—the Cham culture’s temple complexes—can be seen throughout Quy Nhon. US-based ITC Spectrum LLC continues facing residents’ ire against its site clearance for a $250 million Marriott International resort project in central Binh Dinh province.
Man Ngoc Ly, director at Binh Dinh Economic Zone Management Authority, said the provincial authority and the developer had not reached a compensation agreement with many households living in the Vinh Hoi tourism project site.
“At the end last year, local residents agreed to take compensation cash and leave their home for resettlement areas. But they have changed their mind and asked for higher compensation,” said Ly.
In the past two weeks Binh Dinh Provincial People’s Committee, Binh Dinh Economic Zone Management Authority and the developer had meetings with residents to negotiate compensation costs. However, Ly said the negotiations were not finished.
“We have not reached a final agreement with local residents,” said Ly. Vinh Hoi tourism complex is among the first projects registered in Nhon Hoi Economic Zone in 2007, now known as Binh Dinh Economic Zone. ITC Spectrum LLC develops this project through a wholly-owned subsidiary Vietnamese-American Hotel and Resort Limited Company.
In 2010, Marriott International signed a management agreement with the US developer to manage the project under two luxury hotel brands including Ritz-Carlton and JW Marriott. According to Marriott International, the 325 hectare project will be an oceanfront, fully-integrated, mixed-use development including three resorts, a championship 18-hole golf course designed by Robert Trent Jones II, residential villas, a retail village, an arboretum and other recreational amenities.
However, until now, the developer and local authority have cleared only 135 out of 325ha. Total site clearance cost is about VND200 billion ($10 million). This cost will be covered by the developer and then it will get refunds through land rental exemption when the project is operational.
Actually, the developer started building infrastructure system in the cleared site such as internal roads several months ago. But, Ly said this work was stalled because of the protest from local residents.

Mövenpick Hotels & Resorts, an international hotel company of Swiss heritage,has inked a management agreement to become the official operator of Mövenpick Resort & Spa Quy Nhon in Quy Nhon province with Dviews Investment JSC.
Mövenpick Hotels & Resorts, Asia-Pacific vice president of Development Jens O. Reichert said his company was pleased its brand had been selected by the developer and was excited about this outstanding new resort.
He said the resort would be the first newly built property in Quy Nhon operated by an international brand.
Pacific Land Services managing director Reno Mueller, the lead project consultant and owner’s representative, underpinned the project’s unique proposition for the market in terms of location, product composition, innovative design and brand positioning.
“Quy Nhon and its surrounding region possess great tourism potential within the domestic market and as gateway to Cambodia, Laos and Eastern Thailand that will be further unlocked by continuing infrastructure development,” he said.
The Mövenpick Resort & Spa Quy Nhon will boost 180 hotel rooms and 52 exclusive private villas nestled amongst ocean cliffs and offer extensive spa and leisure facilities, numerous dining options and conference rooms, a cliff-top golf putting green, a diving school, and its own private marina.
The 22 hectare project will occupy a unique location on Phuong Mai peninsular in Nhon Hoi Economic Zone surrounded by pristine ocean cliffs and bordered by its own coral reef that is alive with many rare sea species. With crystal clear water and year-round sunshine the resort is set to become a top spot for relaxation and diving in central Vietnam.

Additional amenities will encompass a full-service business center offering a comprehensive spectrum of business services, hair/beauty salon, concierge desk, gift shop and a retail arcade.
For social events and conferences, the resort will have 960 square meters of function space including three meeting rooms in varying configurations and a board room.

The 450-room JW Marriott Hotel Hanoi and the 271-room JW Marriott Danang Resort are expected to open in 2014.

(TNO) Sáng 24.8, tại TP Quy Nhơn (Bình Định), Công ty Du lịch và Khách sạn Việt Mỹ đã tổ chức lễ ký kết hợp đồng với 3 tập đoàn quản lý khách sạn hàng đầu thế giới, gồm: Ritz-Carlton, JW Marriott và Outrigger để quản lý 3 resort cao cấp trong dự án Khu du lịch nghỉ dưỡng Vĩnh Hội.
Trong đó có một resort gồm 100 biệt thự cao cấp, một resort 320 phòng, một resort 210 phòng và 46 villa riêng biệt.
Khu du lịch nghỉ dưỡng Vĩnh Hội nằm trong Khu kinh tế Nhơn Hội (Bình Định), diện tích 325 hecta, tổng vốn đầu tư xây dựng (giai đoạn 1) là 250 triệu USD, do Công ty Du lịch và Khách sạn Việt Mỹ (100% vốn nước ngoài) làm chủ đầu tư, dự kiến sẽ bắt đầu xây dựng từ giữa năm 2011 và đến giữa năm 2014 sẽ đưa vào sử dụng.
Theo thiết kế, Vĩnh Hội là khu du lịch nghỉ dưỡng cao cấp, gồm các khu chức năng: Trung tâm hội nghị đạt chuẩn quốc tế; khách sạn, resort 5 sao; sân golf 18 lỗ, villa cao cấp; du lịch thể thao leo núi, cưỡi ngựa, du thuyền…
Dự án sẽ tạo việc làm cho khoảng 4.000 lao động tại địa phương.
